The DOEACC Scheme is the outcome of a Working Group set up by the All India Council for Technical Education (AICTE), which is the statutory body responsible for the development of technical education in the country.

The objective of the Scheme is to generate quality manpower in the field of Information Technology (IT) at the National Level by utilizing the facilities/expertise available in training institutes/organizations in the non-formal sector.

The Society is an autonomous body under the Department of Electronics (DOE) of the Government of India. The Society has at its apex, a Governing Council, to oversee the administration and management of the Scheme.

The Governing Council consists of a Chairman and Members representing various interests in the computer field, from academia, industry, and professional bodies, AICTE, UGC and Departments of the Government of India. The Governing Council is assisted by an Executive Committee, which is a core committee drawn from the Members of the Governing Council.

• A scheme of the All-India Council for Technical Education (AICTE) and the Ministry of Information Technology, Government of India, New Delhi.
• AICTE is a government body which sets and monitors the standard and uniformity of higher education in India. All universities conducting courses for engineering, MBA, MCA, pharmacy, etc. must seek approval from and report to AICTE.
• The Department of Electronics Accreditation of computer Courses (DOEACC) Society provides a framework for the promotion of IT education and training in the non-formal sector.
• There are 4 levels of study, as follows:
  ‘O’ Level = Foundation Level
  ‘A’ Level = Advanced Diploma
  ‘B’ Level = MCA
  ‘C’ Level = M.Tech.
• Syllabi for all 4 levels are developed and regularly
  updated by a panel of experts drawn from academia,
  industry and government.
• Examinations are set, conducted and moderated by
  DOEACC twice a year in January and July. Successful
  candidates are issued certificates by The DOEACC Society.
• DOEACC graduates are eligible for UPSC, GPSC and other similar examinations.

The Society conducts examinations for the four levels of courses, namely: Levels '0', 'A', 'B' & 'C'. Certificates/Diplomas are awarded to successful candidates by the Society

The Course and Examination, leading to a diploma or certificate, are in four types as:

'0'-LEVEL = A FOUNDATION LEVEL
'O' Level certifies the candidate's competence as a "Programmer Assistant" or equivalent level; this is visualized as the lowest rung; the course conducted shall not be less then one year in duration and should be equivalent to part time studies, of an average student, in one year.

'A'-LEVEL = PGDCA OR PPDCA
'A'-Level evidences the candidate's skill as a programmer; the course undergone at the certified institute shall not be less than a year in duration and should be equivalent to a full time effort, of an average student, of a year.

'B'-LEVEL = MCA
'B'-Level attests the candidate's proficiency as a Systems Analyst/Software Engineer; the course duration, at the approved institute shall not be less than three year in duration and should be equivalent to a three year, full time study, of an average student.

'C'-LEVEL = MTech
'C'-Level be speaks the candidate's virtuosity as a Systems Manager; the course duration, at the accredited Institution shall not be less than 18 months and should be equivalent to an eighteen month full time study, of an average student.
